What is BMI?

Body mass index: mass divided by the square of height, used as a population screening measure.

The 703 in the imperial form is a pure unit conversion, not an empirical coefficient. BMI does not distinguish fat from muscle and was developed on European populations, which is why India applies lower cut-offs.

BMI is a ratio of mass to height and knows nothing about composition. Body fat percentage estimates the composition directly, and the two can disagree sharply for anyone muscular.
